Mark Stern and Pierre Rougey will close the year-old Prandial in the old Justin’s space on West 21st Street later this week. Post-Prandial, as it were, Rougey will reopen the place as 1200 Miles, which will be a tagine- and merguez-filled odyssey combining French and North African flavors.
