It’s warm outside, and Alex Stupak has ramps at Empellón Cocina, or at least he had them the other day — point is, it’s getting warmer. You can sit outside at Frankies Spuntino in Carroll Gardens and at Calliope in the East Village. There are all kinds of ferns unfurling out there, shoots breaking the thawed ground, and garlic scapes growing. Check out just a few of the places serving the new stuff, straight ahead.
