Noir, the bar and restaurant that replaced short-lived (and long in the making) Sticks & Stones on booming East Passyunk Avenue back in early June, now has the LCB’s blessing to serve alcohol. You’ll recall that it opened first as a BYOB while it awaited red tape to untangle so it could sere its patrons a proper drink. The liquor started flowing Friday, after everything was worked out, and the liquor license was finally secured. Now the bar’s fully stocked and ready to rock.
