That’s the name the Bill’s, Crown, and the Lion chef-owner submitted to Manhattan’s Community Board 4 last month, anyhow, along with liquor-license-application-related paperwork for his large new project in Chelsea. Filings indicate that Café Svago will occupy the ground floor and basement levels at the old Mr. West space, and that the restaurateur is seeking to operate his “more casual Italian café concept” beginning each morning at 7 a.m., but also plans to keep late-night hours for Fellini cast-offs and beautiful night owls.
