As restaurants slowly continue to occupy lower Manhattan, here's one with a pre-2008 sheen to it: Felice 15, the city's third outpost of UES-based Tuscan place Felice. Set to open Wednesday at Gild Hall, the spot has a number of banker-friendly features, including a 45-minute prix fixe express lunch and an upstairs wine lounge, La Soffita, with an aperitivo menu geared toward after-work drinks.
