Thanks to a waived permit fee hoping to attract food vendors, La Bella Torte and Eddie’s Pizza Truck have been perched in Roosevelt Island this month, delighting most dwellers and ticking off restaurant owners. Mister Softee remains Switzerland. [City Room/NYT]
