The owners of Cafe China, a dramatic new restaurant on East 37th Street, are convinced that it’s the thirties and we’re all living in glamorous Shanghai instead of the mean streets of midtown New York. They’d like to think Greta Garbo is around the corner, sipping a Manhattan, and that the “East is embracing the West for the first time.” (If you don’t believe us, just look at their website.)
